Become a WCE Partner

World Computer Exchange (WCE) Partners are usually non-governmental organisations (NGOs), government ministries, or private ISPs working in any developing country. Our Partners play the crucial local role in making the work of WCE effective by recruiting, preparing, training, and supporting local schools, youth centres, libraries, and orphanges in connecting poor youth to the Internet.

This area of the WCE website is a tool-kit for potential Partners. The tools include criteria for partnerships, a summary of our process, computer and shipping costs, sample agreements, container contents, import documents, and samples of school surveys, set-ups, and letters of commitment. The documents in this toolkit are available in English, French, and Spanish.

The most important things potential WCE Partners need to do are the following:

  • Complete an implementation plan for WCE international Board approval. This is in the form of brief answers to our 25 implementation questions.
  • Confirm that you are negotiating with WCE by checking for your plan being posted on this website.
  • Have posted proforma invoice and certificate of donation reviewed by customs office and send WCE a copy of a duty waiver or ministerial letter.
  • Take the lead in securing the funds to source and ship the computers.
  • Make sure that you have the capacity to repair and maintain the computers by staff, volunteers, or a contractor.
  • Get the schools and centres ready to receive the computers!

WCE sends a mix of all current levels of computers that are being received by WCE in donations from individuals and companies. It would not be fair for WCE to send all of the best computers that have been received in donations to any one Partner organisation. (WCE does reduce our sourcing cost to clear out older computers in our inventory.)

The following are responsibilities of WCE partners:

  1. Participating schools/centres commit that their youth will partner online with sister-schools
  2. Donated computers are tested, prepped, and repaired as needed (please budget & plan on 10% needing repair)
  3. Donated computers are delivered to and installed in and maintained at the participating schools/centres
  4. Participating schools commit to use the computers for student-access to the Internet during most school days
  5. Phone, power, and Internet service are provided so computers are connected to the Internet
  6. Schools/centres will encourage students to develop historical & cultural websites & link them to the WCE website
  7. Schools/centres (students if possible) prepare online annual reports/evaluations on computer status, use, and impact; on-line partnerships; press coverage; & webpages to WCE
  8. Schools/centres sign and follow an agreement to recycle or dispose of computer equipment at the end of its useful life in a way that does minimal ecological harm
  9. Consignee visits each school/centre annually for 3 years to monitor computer status, use, and impact
